Lower Rockaway River De-Snagging Project



Sealed Proposals for the LOWER ROCKAWAY RIVER DE-SNAGGING PROJECT will be received by the Township of Parsippany-Troy Hills in the Municipal Building, 1001 Parsippany Boulevard, Parsippany, New Jersey, on March 31, 2016 at 11:00 AM prevailing time, at which time and place they will be publicly opened and read aloud.  Bids must be received by the Office of the Director of Purchasing on or before the time and date of the bid opening.  No bids will be accepted after said hour.  Bids sent through the US Postal Service or other delivery service is done so at the bidder's own risk.  ALL DOCUMENTS MUST BE ORIGINAL.  FACSIMILE OR PHOTOCOPIES ARE NOT ACCEPTABLE.

This project is a joint project between Township of Parsippany-Troy Hills  (Lead Agency), Township of Montville, and Town of Boonton.

The project consists of removal of fallen and uprooted trees, removal of dead hazardous standing trees that may fail and cause blockage across the river, removal of biodegradable and non-biodegradable debris piles, and removal of submerged logs and tree trunks at the project sites located within the municipalities as described in the project specifications. In general, all brush is to be chipped with the main trunks and large wood being removed, stumps are to be flush cut as close to grade as possible. No live trees are to be removed, there will be no fly chipping, and all wood chips generated must be removed from the site.

Non-biodegradable debris will be sorted and disposed of off-site. Organic wood waste including wood chips may be able to be disposed of at or carted off by contractor to a separate disposal facility. It shall be the contractor’s responsibility to finalize the disposal locations for all non-biodegradable debris and wood waste. In addition contractor is responsible for maintenance and protection of traffic and site restoration.

All work on this contract must be completed within ninety (90) calendar days from issuance of a Notice to Proceed.

Specifications and bid proposal forms may be obtained at the Township Purchasing Department’s office, 1001 Parsippany Boulevard, Parsippany, New Jersey, between the hours of 10:00 a.m. and 4:00 p.m. daily, except Saturdays, Sundays and Holidays.  Bids or proposals shall be made on the forms provided.

The fee for the bid documents is $75.00 per set. Checks are to be made payable to the Township of Parsippany‑Troy Hills.  Please Note:  Deposit checks/cash are not refundable.

A certified check or cashier's check made payable to the Township of Parsippany-Troy Hills, or a duly executed bid bond in the amount of 10% of each bid, but in no case in excess of $20,000.00, must be deposited by the bidder together with a Certificate of Surety evidencing that he can obtain the required Performance Bond and Payment Bond in the amount of one hundred percent (100%) of the total amount of the contract.

The successful bidder shall be required to deliver to the Township an executed Performance Bond of the responsible indemnity company authorized to do business in the State of New Jersey.

In lieu of a Certificate of Surety, the bidder shall submit, at the bid opening, a certified check or cashier’s check in the amount of one hundred percent (100%) of the total amount of the bid.

Bidders are required to comply with requirements of N.J.S.A. 10:5-31 et seq and N.J.A.C. 17:27.  In addition bidders must also comply with the following New Jersey Statutes:

All Bidders and their Subcontractors must comply with the requirements of the New Jersey Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq.

The Specifications as amended in Section 108.10 indicates that this Contract provides ninety (90) days for substantial completion of the work.

Bid proposals must be placed in sealed envelopes addressed to the Office of Purchasing, Township of Parsippany‑Troy Hills, 1001 Parsippany Boulevard, Parsippany, New Jersey 07054 and marked plainly on the outside with the bid description and the name and address of the bidder marked clearly on the outside of the envelope.

The Township of Parsippany‑Troy Hills reserves the right to reject any and all bids or to waive any minor informalities or irregularities in the proposal received and to accept the bid which is in the best interests of the Township.  The Township further reserves the right to consider all bids for sixty (60) days after the bid opening before awarding a contract.
