Operation of Catering & Banquet Facilities & Provision of Related Services at Knoll Country Club


        NOTICE is hereby given that, pursuant to N.J.S.A. 40A:11-4.1 et seq., sealed proposals will be received by the Township of Parsippany-Troy Hills (“Township”), at 1001 Parsippany Boulevard, Parsippany, New Jersey 07054, on Friday, January 20, 2017 at 11:00 a.m. prevailing time or as soon thereafter as the matter may be reached, for OPERATION OF CATERING AND BANQUET FACILITIES AND PROVISION OF RELATED SERVICES AT KNOLL COUNTRY CLUB (collectively, “Catering Services”), in accordance with the Request for Proposals, Information to Proposers and Specifications (collectively, the "Proposal Documents") prepared by the Township.  No proposals shall be received other than at the time and place herein designated for their receipt, unless mailed to the Township Purchasing Director for receipt at the designated time and place.  ALL DOCUMENTS MUST BE ORIGINAL. FACSIMILE OR PHOTO COPIES ARE NOT ACCEPTABLE.

        This unique facility has two buildings on 360 acres and operates seven days a week providing a number of sources of revenue.  It hosts wedding receptions, bar/bat mitzvahs, fund raising affairs, corporate seminars and many other banquet functions.  It also serves two 18 hole golf courses, one semi-private and one public.  The semi-private West course averages 60 golf outings each season and has a membership of approximately 765 golfers.  The public East course has close to 400 registered resident golfers each season and entertains many golf groups throughout the season.   

        There will be a pre-proposal meeting at the Knoll West Country Club located on Knoll Lane, Lake Hiawatha, on Wednesday, January 4, 2017 at 11:00 A.M.  It is strongly encouraged that all proposers attend this meeting.

        A certified check or cashier's check, made payable to the order of the Township of Parsippany-Troy Hills, in an amount equal to a minimum four (4) month’s rent, must accompany each proposal.  All certified or cashier’s checks deposited by Proposers to whom a Contract is not awarded will be returned to them at the time of award of the Contract.

        The Successful Bidder must also furnish the Certificate(s) of Insurance required by these Proposal Documents.  In order to be deemed responsive, all Proposals shall be submitted in accordance with, and accompanied by, any other information and documents specified in or required by the Proposal Documents.   Proposers are required to comply with the requirements of P.L. 2004, c. 57. (Business Registration of Public Contractors) and the Americans with Disabilities Act of 1990.

        Proposers are also required, at a minimum, to comply with the following New Jersey statutes:

        P. L. 1977, Chapter 33 (Statement of Ownership)
        N.J.S.A. 40A:11-18 (American Goods and Products to be used where possible)
        P. L. 1975, c.127. (Affirmative Action Program, Equal Employment Opportunity)

        Copies of the Proposal Documents may be obtained, during regular business hours, from the Purchasing Office, 1001 Parsippany Boulevard, Parsippany, New Jersey 07054.

        This procurement is being undertaken pursuant to competitive contracting under N.J.S.A 40A:11-4.1(b)(2) and (g).   The Successful Proposer shall be required to comply with all the provisions of New Jersey prevailing local wage rates when applicable, as determined by the New Jersey Department of Labor and Industry.

        Each proposal shall be enclosed in a sealed envelope addressed to the Director of Purchasing, bearing the name of the Proposer, upon which shall be designated:


        The Township reserves the right to reject any and all proposals, to waive any informalities or to accept the proposal which in its judgment shall be in the best interest of the citizens of the Township.  Proposals must be prepared and submitted in standard proposal form in the manner designated within the Proposal Documents.
