Clubhouse Management & Operation Services at the Knoll Country Club



    Pursuant to N.J.S.A. 40A:11-4.1 et seq., the Township of Parsippany-Troy Hills (the “Township”) has issued a “Request for Proposals for Clubhouse Management and Operation Services at the Knoll Country Club” dated March 2018 (the “RFP”).  This procurement is being undertaken pursuant to competitive contracting provisions of the Local Public Contracts Law as specified under N.J.S.A. 40A:11-4.1(b)(2).  Proposals are being solicited through, and the RFP is being issued in accordance with, a fair and open process under the State Pay-to-Play Law, N.J.S.A.19:44A-20.4 et seq.

Sealed proposals must be received by the Township in the Municipal Building, 1001 Parsippany Boulevard, Parsippany, New Jersey on or before 11:00 a.m., prevailing time, on March 28, 2018 at which time and place they will be publicly opened and read aloud.  Proposals may be hand delivered or mailed.  In the case of mailed proposals, the Township assumes no responsibility for proposals received after the above-stated designated date and time.  Proposals received after the designated date and time for receipt will not be accepted and will be returned unopened.  All documents must be original.  Proposals will not be accepted by facsimile or e-mail.

Specifications and proposal forms may be obtained at the Township’s Purchasing  Office, 1001 Parsippany Boulevard, Parsippany, New Jersey between the hours of 10:00 A.M. and 4:00 P.M. daily except Saturdays, Sundays and holidays.  Proposals shall be made on the forms provided.

The Township owns and maintains the Knoll Country Club, which consists of two 18 hole golf courses, Knoll East and Knoll West (collectively, the “Courses”) with a combined membership of approximately 1000 members.
The Knoll Golf Club West, established in 1929, is a champion course designed by Charles H. Banks.  It is a par 70 course playing 6,878 yards from the blue tees and 5,984 from the white tees.   This Course is semi-private and accommodates 34,000 rounds including 5,000 outing rounds annually.  Approximately 60 outings are held during the week only on Mondays, Tuesdays, Thursdays and Fridays.  Approximately 25 member tournaments are held annually.  The facility has a practice chipping area, a putting green and a new state of the art driving range. Motorized carts are required during peak times.  Golf lessons are given at the site.  Food and beverages can be purchased at the end of the ninth hole and in the Grill Room in the Knoll West Club House.  

The Knoll East Golf Club, established in 1961, was designed by Hal Purdy.  It is a par 70 course playing 5,814 yards from the white tees.  This course is a public facility and tee times are on a first come first serve basis. Small groups are also welcome.  Walking is permitted at all times and motorized carts are available.  Food and beverages can be purchased at the end of the ninth and eighteenth holes.  Golf lessons are also given at this site.  This course accommodates 25,000 rounds annually.

    Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.  In addition, bidders must also comply with the following New Jersey State Statutes: P.L. 1977, Chapter. 33 (Statement of Ownership); P.L. 2004, c. 57 (Business Registration of Public Contractors), the Americans with Disabilities Act of 1990; P.L. 2012, c. 25 (Investment Activities in Iran) and N.J.S.A. 40A:11-18 (American Goods and Products to be Used Where Possible).

The Township shall make the Knoll Country Club available for inspection during a site tour to be conducted on March 14, 2018 at 11:00 a.m.  A Pre-Proposal Submission Meeting will be held immediately following the site tour.  All prospective respondents are strongly encouraged to attend.

Each proposer shall submit one (1) original and six (6) copies of its proposal, together with a PDF of the proposal on a CD or jump drive, in sealed envelopes bearing the name of the proposer and marked: “Clubhouse Management and Operation Services at the Knoll Country Club.”

The Township reserves the right to reject any and all proposals or to waive any informalities or irregularities in a proposal or to accept the proposal that, in its judgment, shall be determined to be in the best interest of the Township.   Proposals must be prepared and submitted in standard proposal form in the manner designated within the Proposal Documents.
