Phase 3 Interior Restoration of the Bowlsby-Degelleke House




Sealed Proposals for the Phase 3 Interior Restoration of the Bowlsby - De Gelleke House will be received by the Township of Parsippany-Troy Hills in the Municipal Building, 1001 Parsippany Boulevard, Parsippany, New Jersey on Thursday, March 8, 2012 at 11:00 am prevailing time, at which time and place they will be publicly opened and real aloud.  Bids must be received by the Office of the Director of Purchasing on or before the time and date of the bid opening.  No bids will be accepted after said hour.  Bids sent through the US Postal Service or other delivery service is done so at the bidder’s own risk.  All documents must be original.  Facsimile or photocopies are not acceptable.

Specifications and bid proposal forms may be obtained at the Township Purchasing Office, 1001 Parsippany Boulevard, Parsippany, New Jersey, between the hours of 10:00 AM and 4:00 PM daily except Saturdays, Sundays and Holidays.  Bids or proposals shall be made on the form provided.

There will be a pre-bid meeting/site inspection for this work at the Bowlsby - De Gelleke House at 320 Baldwin Road in Parsippany on Wednesday, February 15, 2012 at 11:00 am.  This meeting is not mandatory, however it is strongly encouraged that all bidders attend.

Work consists of the furnishing of all supplies, materials and labor to restore the interior of the house including, but not limited to, new and restored interior finishes and woodwork, door restoration, new and restored flooring, upgrades to the existing heating system, new electric and lighting, new bathroom fixtures and fire and security alarms.  

The Bowlsby - De Gelleke House is listed on the New Jersey and National Registers of Historic Places and the project has been partially funded by the Morris County Historic Preservation Trust Fund.  All work is required to meet the Secretary of the Interior’s Standards for the Treatment of Historic Properties and is subject to review through the Morris County Historic Preservation Program.

The nonrefundable fee for the Plans and Specifications is $75.00 per set.  Checks are to be made payable to the Township of Parsippany-Troy Hills.

A certified check or cashier’s check made payable to the Township of Parsippany-Troy Hills, or a duly executed bid bond in the amount of 10% of each bid, but in no case in excess of $20,000.00, must be deposited by the bidder together with a Certificate of Surety evidencing that he can obtain the required Performance Bond and Payment Bond in the amount of one hundred percent (100%) of the total amount of the contract.

The successful bidder shall be required to deliver to the Township an executed Performance Bond of the responsible Indemnity Company authorized to do business in the State of New Jersey.

Bidders are required to comply with requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.  In addition bidders must also comply with the following New Jersey Statutes:

PL 1977, Chapter 33 (Statement of Ownership)
    N.J.S.A. 40A: 11-18 (American Goods and Products to be used where possible)
    N.J.S.A. 34:11-56.25 et seq. (New Jersey Prevailing Wage Act)

Bid proposals must be placed in sealed envelopes addressed to the Office of Purchasing, Township of Parsippany-Troy Hills, 1001 Parsippany Boulevard, Parsippany, New Jersey 07054 and marked plainly on the outside with the bid description and the name and address of the bidder marked clearly on the outside of the envelope.

The Township of Parsippany-Troy Hills reserves the right to reject any and all bids or to waive any minor informalities or irregularities in the proposals received and to accept the bid which is in the best interests of the Township.
