Design & Purchase of Electrical Consumption Optimizing Equipment

NOTICE TO BIDDERS

BIDS: Sealed Bids for the DESIGN & PURCHASE of ELECTRICAL CONSUMPTION 
OPTIMIZING EQUIPMENT for the Township of Parsippany-Troy Hills Wastewater Treatment Plant will be received on Wednesday, July 24, 2013 at 11:00am prevailing time, at which time Bids will be publicly opened and read aloud in the Council Chambers at the Municipal Building located at 1001 Parsippany Boulevard, Parsippany, New Jersey 07054. Bids will not be accepted after the specified time.

Bids must be on the official Bid Form which can be obtained at the Purchasing Office at the Municipal Building at 1001 Parsippany Boulevard, Parsippany, New Jersey 07054 and accompanied by a Consent of Surety, a Non-Collusion Affidavit, other documents required pursuant to the specifications, and a certified check, cashier's check or bid bond in the amount of 10% of the amount bid but not in excess of $20,000.00, and be delivered at the place on or before the hour named above. Each Bid must state the name and address of person, firm and corporation interested in the same as a principal. Bids must be submitted in an opaque sealed envelope, addressed to the Director of Purchasing, Township of Parsippany-Troy Hills located at 1001 Parsippany, New Jersey 07054 and identified as "Bid-Design & Purchase of Electrical Consumption Optimizing Equipment."

Specifications provide for receipt of Bids by mail. Those Bids which are mailed to the 
contracting unit shall be sealed, properly marked and shall only be opened for examination at 
such time and place as all Bids received are unsealed and announced.

The Township will be the sole discretionary body for consideration or rejection of the Bids.
BID DOCUMENTS: The Specifications and Bid Form for this Bid can be obtained from the Township, and may be inspected by prospective Bidders during business hours. Bidders will be furnished with a copy of the specifications upon request by contacting the Purchasing Department at 973-263-4281 or faxing a request at 973-263-2051.

WITHDRAWAL OF BIDS: Any Bid may be withdrawn prior to the above scheduled time for 
the opening of Bids or any authorized postponement thereof. Bids received after time and date 
designated shall not be considered.

PRICES: Bids shall be submitted on the appropriate form properly filled out and duly 
executed. The Bidder shall state the total price bid to fulfill the intent of these specifications.

GENERAL: The Township reserves the right to reject any or all Bids and to accept the Bid which 
appears to be in its best interests. If a non-conforming Bid is not discovered at the time of 
the bid opening, the Township reserves the right to reject said Bid at any time prior to execution of Contracts by them.

GUARANTEE: Services shall be performed as specified, equipped and guaranteed strictly in 
accordance with the specifications. Said specifications and/or instructions are hereby made a 
part of this bid submission.

AFFIRMATIVE ACTION REGULATIONS: Bidders are required to comply with the 
requirements of N.J.S.A. 10:5-31 et. seq. and N.J.A.C.17:27..

EQUIPMENT DELIVERY: The equipment shall be delivered within one hundred eighty 
(180) calendar days from date the date of contract execution.
