Notice to Bidders

Repainting of the Lackawanna Elevated Water Storage Tank



Sealed Proposals for the Repainting of the Lackawanna Elevated Water Storage Tank will be received by the Township of Parsippany‑Troy Hills in the Municipal Building, 1001 Parsippany Boulevard, Parsippany, New Jersey, on July 31, 2013 at 11:00 a.m. prevailing time, at which time and place they will be publicly opened and read aloud.  Bids must be received by the Office of the Director of Purchasing on or before the time and date of the bid opening.  No bids will be accepted after said hour.  Bids sent through the U.S. Postal Service or other delivery service is done so at the Bidder's own risk.  ALL DOCUMENTS MUST BE ORIGINAL.  FACSIMILE OR PHOTOCOPIES ARE NOT ACCEPTABLE.

The Work to be performed under this Contract will be lump sum and includes:

1.    Removal and disposal of tank sediments and debris.
2.    Installation of safety-related improvements, including:
a.    Installation off safety climb cables on the interior ladders.
b.    Increase the height of railing on the catwalk.
c.    Installation of safety chain at ladder access on catwalk.

3.    Repair of chime anchorage bolts and steel door.
4.    Surface preparation and painting of tank exterior and interior, dry riser, and wet riser.
5.    Tank disinfection.
6.    Concrete repairs and underground vault repairs.

Specifications and Bid Proposal forms may be obtained at the Township’s Purchasing office, 1001 Parsippany Boulevard, Parsippany, New Jersey, between the hours of 10:00 a.m. and 4:00 p.m. daily except Saturdays, Sundays and Holidays.  Bids or Proposals shall be made on the forms provided.

The fee for the Plans and Specifications is $75.00 per set.  Checks are to be made payable to the Township of Parsippany‑Troy Hills.  Please Note:  Deposit checks/cash are not refundable.

A Certified Check or Cashier's Check made payable to the Township of Parsippany‑Troy Hills, or a duly executed Bid Bond in the amount of 10% of each bid, but in no case in excess of $20,000.00, must be deposited by the Bidder together with a Certificate of Surety evidencing that he can obtain the required Performance Bond and Payment Bond in the amount of one hundred percent (100%) of the total amount of the Contract.  

The successful Bidder shall be required to deliver to the Township an executed Performance Bond of the responsible indemnity company authorized to do business in the State of New Jersey.

In lieu of a Certificate of Surety, the Bidder shall submit, at the bid opening, a Certified Check or Cashier’s Check in the amount of one hundred percentum (100%) of the total amount of the bid.

Bidders are required to comply with requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.  In addition Bidders must also comply with the following New Jersey Statutes:

P.L. 1977, Chapter 33 (Statement of Ownership)
N.J.S.A. 40A: 11‑18 (American Goods and Products to be Used Where Possible)
N.J.S.A. 34:11-56.25 et seq. (New Jersey Prevailing Wage Act)

All Bidders and their Subcontractors must comply with the requirements of the New Jersey Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq.

The Specifications require 90 days Contract completion of the Work.

Bid Proposals must be placed in sealed envelopes addressed to the Office of Purchasing, Township of Parsippany‑Troy Hills, 1001 Parsippany Boulevard, Parsippany, New Jersey 07054, and marked plainly on the outside with the bid description and the name and address of the bidder marked clearly on the outside of the envelope.

The Township of Parsippany‑Troy Hills reserves the right to reject any and all bids or to waive any minor informalities or irregularities in the Proposal received and to accept the bid which is in the best interests of the Township.  The Township further reserves the right to consider all bids for sixty (60) days after the bid opening before awarding a Contract.
