The Township Clerk serves as Secretary to the Governing Body and is responsible for the municipal legislative processes. Working in unison with the Township Council and Township staff the Clerk’s office provides many services to the community while preserving the history of the Township.
Services
- Township Council Support: Key liaison between residents and local government
- General Code: Provide the public with access to all legislation, resolutions, minutes and agendas
- Election Administration: Responsible for all local elections; providing Voter Registration Forms and Mail-in-Ballot Applications
- Licenses and Permits: Processing of various licenses and permits that are routinely used by the public. Licenses and Permits included but not limited to Dog Licenses, Limousine Licenses, Liquor Licenses, Bingo and Raffle Licenses, Solicitor’s Permits, 5K and Walk-a-Thon Permits, Block Party Permits
- Public Records: OPRA Requests received and processed according to statutory requirements
- Vital Statistics: Issue Marriage and Civil Union licenses, provide certified copies of birth, marriage/civil union and death records

Applying for a Marriage License
Marriage/Civil Union licenses are by appointment only. Please call 973-263-4351 to schedule an appointment. The process for obtaining a license can be found under FORMS – Entering into a Marriage or Civil Union.
Payment for Vital Records and Marriage/Civil Union Licenses are by cash or money order ONLY.

Notice of Rescheduled Council Meeting

Please be advised, the Township Council of the Township of Parsippany-Troy Hills must reschedule its Agenda meeting that was scheduled on March 18, 2025. The reschedule date is Tuesday March 25, 2025 in Parsippany Hills High School Auditorium with an address of 20 Rita Drive, Morris Plains, New Jersey. The Regular meeting will begin at 7:00PM. Formal action may or not be taken.
Dog License Renewal

Have you licensed your dog yet? It is that time of year when you must get your dog licensed in the Township of Parsippany. All dogs are to be licensed by Feb 1, 2025, with a grace period that extends to Feb 28, 2025. EARLY VOTING FOR PRIMARY ELECTION NOW THROUGH SUNDAY

Early Voting is now open for the 2024 Primary Election. Township of Parsippany – Troy Hills voters wishing to cast their vote early and in-person can cast their ballots at eight Morris County locations from Wednesday, May 29 through Sunday, June 2, 2024 at the following locations:

Hours are 10 a.m. – 8 p.m. from now until Saturday, and Sunday from 10 a.m. – 6 p.m.
Any registered Parsippany voter can utilize these early voting sites to cast their vote. The 2024 Primary Election features the Presidential race, the U.S. Senate and House of Representatives seats, as well as the Morris County Commissioners and Surrogate. Unaffiliated voters are eligible to vote in-person in either the Democratic or Republican Primary Election, by declaring their party at the polls during either early voting or on Election Day. Upon arriving at an early voting site, voters will sign in on an electronic poll book manned by official poll workers. A ballot card containing a bar code is then printed so the voting machine knows which ballot to activate. The ballot card is then inserted into the voting machine, commencing the process for the voter.
Please note that these locations are for machine voting only and that mail-in ballots will not be accepted at these locations.
