Department of Human Services
The Department of Human Services consists of the Office of Health, the Office of Social Services, and the Office on Aging and the Physically Handicapped. Together these offices provide a complete and complex selection of services which strive to maintain the public health, provide services for the needy, and enable senior citizens and the disabled to live a happy, full, and purposeful life.
It is important to recognize that collaborating with other agencies and organizations outside this department will help us reach our goals. Partnering with others will enable us to provide more cost-effective, and complete services.
Office of Health
The mission of the Office of Health is to improve the health and quality of life of the residents of Parsippany Troy-Hills. This is accomplished through a comprehensive public health program consisting of environmental sanitation, communicable disease control, health education, laboratory services and other authorized services. Additionally, this department administers and enforces local health ordinances. This office can be reached at 973-263-7160.
The Health Department conducts a Flu and Pneumonia vaccination clinic for Parsippany seniors 65 years and older, Child Health Clinics for families with no insurance or on NJ FamilyCare, SMAC (blood screening) clinic, and podiatry clinics throughout the year.
The Health Department's environmental staff conducts inspections of all food establishments in Parsippany. These food establishments include any who serve food to the public, from a large grocery store to a small vending machine. Inspections of all township public pools, bathing beaches, tanning salons, pet shops, and summer camps are also conducted. Septic systems are licensed by this department and all septic repairs are inspected.

The New Jersey Association of County and City Health Officials (NJACCHO) is a private, nonprofit organization of municipal and county public health leaders and allied health professionals who work together to protect and improve the health of the people of New Jersey. Septic Systems - Important Information
The Township of Parsippany Troy- Hills Administration, Engineering, Sewer and Health Departments in collaboration with the Morris County Division of Planning developed a subsurface sewage disposal management program. This program allows the municipality the ability to protect the environment by educating property owners on the benefits of maintaining their sewage disposal system, as you are assured your septic system is operating efficiently, thus minimizing potentially expensive repairs.
Under Township Code Chapter 326-5, residents are required to have their individual sewage disposal systems licensed with the Township along with proof of pumping. If the system does not need to be pumped, a Septic System Inspection Report may be submitted verifying the system has been maintained and not in need of pumping.
License renewals occur every three (3) years.
- Fill out the enclosed license application.
- Submit proof that your septic system has been pumped (copy of receipt will do).
- Submit the fifty-dollar license fee via check made out to the Township of Parsippany.
- if this is an initial application, submit a plot plan showing the location of the septic system’s tank and disposal area, any private water source, and general location of any wells and septic systems on adjoining properties.
- Within 90 days of receipt of this notice, mail all the above to the Parsippany Health Department, 1130 Knoll Road, Lake Hiawatha, NJ 07034.

What is a Municipal Septic Management Plan?
The rules require municipalities to demonstrate that areas served by individual subsurface sewage disposal systems (septic systems) are subject to a septic maintenance program (SMP) which ensures that all individual subsurface sewage disposal systems are functioning properly. The three basic parts of this program include: current inventory of septic systems [ISSDS], current practices (that promote ISSDS care and maintenance) and future steps/planned improvements to current practices and means to complete the septic inventory.

Office of Social Services
The primary goal of social services is to help people in need, and to promote their welfare. This is done through in-house programs, and referrals to outside agencies. Also core to social services are empowering the person, respecting the inherent dignity and worth of the person, and recognizing the importance of human relationships. Parsippany Community Center
The Parsippany Community Center is a beautiful facility where our residents can socialize and remain active. The Center is located at 1130 Knoll Road, and is open 9am-5pm, Monday through Friday. There is no entrance or joining fee. Some of the many activities at the center include senior club meetings, low-impact exercise classes, an exercise room, ping pong, table pool, line dancing, T’ai Chi, ballroom dancing, and more. Participation in many of the activities is free or low cost. There are two public computers available, we show movies on Fridays, and Morris County’s Nutrition Project serves lunch every day (call 973-285-6870 to register for this program). We have a small library and places to sit and relax. The Center is also home to Parsippany’s Human Services Department, the Parsippany EMS Department, and The Women’s Theatre. Parsippany Food Pantry
The Parsippany Food Pantry is open to Parsippany residents in need, and is located at the Parsippany Community Center. Residents can come to the Food Pantry weekly to receive a bag of groceries. To qualify, simply fill out a brief application at the Health Department, and show proof of residency. Questions call 973-263-7160.

NJ 211 helps people find solutions to personal needs by informing them of resources in their community. This service connects people to day-care facilities, shelters, affordable housing units, social services, employment training programs, senior services, medical insurance, and more. Dial 211; 24/7.

The NJ FamilyCare program can provide affordable health insurance to uninsured families. Office on Aging & the Physically Handicapped
The Office on Aging and the Physically Handicapped provides support services which enable senior citizens and the physically handicapped remain independent in their own environment. Programs are designed to promote the awareness of resources and services available to benefit the elderly and the physically handicapped. How We Help
Our Office on Aging helps Parsippany’s older residents deal with life’s many issues which may pop up. We help decipher forms, statements, and other paperwork you might receive. We can copy documents and send FAXES for you. We have applications for reduced cost prescription drugs (PAAD), and reduced fair bus tickets. There are wheelchairs, walkers, and canes to loan. Sample copies of wills and powers of attorney are available.
Transportation to Medical Appointments and Supermarkets
This office provides transportation for resident senior citizens to local doctors’ appointments and to local supermarkets. Call 973-263-7160 or 973-263-7351 at least a week in advance to schedule a ride. Please note you must be ambulatory to use these services.
Morris County also provides transportation for seniors and the disabled (their vehicles are handicapped accessible) to doctors’ appointments anywhere in the county through their MAPS program. DAWN Center for Independent Living provides support to persons with disabilities throughout their lifespan so they can achieve their highest level of independence in their community. Call their Denville office at 973-625-1940.
Confused about all the choices within the Medicare program? Make an appointment to see our state certified Medicare counselor who has hours at the Community Center on Tuesday mornings. Call the Office on Aging at 973-263-7351 or 7352 to schedule.
Free income tax preparation at the Community Center through AARP is available to seniors each year beginning in February. Call 973-263-7351 late January to schedule your appointment.
The AARP Smart Driver course is held annually at the Community Center. This class is the nation’s first refresher course specifically designed for drivers age 50 and older. In many states, drivers may benefit from a discount on their auto insurance premium upon completing the course.
