NOTICE TO BIDDERS

SEALED PROPOSAL FOR: NORTH BEVERWYCK ROAD STREETSCAPE PHASE II

Sealed Proposals for the NORTH BEVERWYCK ROAD STREETSCAPE PHASE II will be received by the Township Parsippany-Troy Hills at the Municipal Building, 1001 Parsippany Boulevard, Parsippany, New Jersey, on March 28, 2024 at 10:00 AM prevailing time, at which time and place they will be publicly opened and read aloud.  Bids must be received by the Office of the Director of Purchasing on or before the time and date of the bid opening.  No bids will be accepted after said hour.  Bids sent through the US Postal Service or other delivery service is done so at the bidder's own risk.  ALL DOCUMENTS MUST BE ORIGINAL.  FACSIMILE OR PHOTOCOPIES ARE NOT ACCEPTABLE.

The project consists primarily of the sidewalk reconstruction, decorative street lights installation, water main replacement, milling and resurfacing and full depth reconstruction of North Beverwyck Road. The project will also include the installation of drainage structures and drainage piping. Quantities will be provided prior to the start of construction. Major estimated quantities are as follows:

Specifications and bid proposal forms may be obtained at the Township’s Purchasing office, 1001 Parsippany Boulevard, Parsippany, New Jersey, between the hours of 10:00 a.m. and 4:00 p.m. daily except Saturdays, Sundays and Holidays.  Bids or proposals shall be made on the forms provided.

The fee for the Plans and Specifications is $75.00 per set. Checks are to be made payable to the Township of Parsippany Troy Hills.  Please Note:  Deposit checks/cash are not refundable.

A certified check or cashier's check made payable to the Township of Parsippany-Troy Hills, or a duly executed bid bond in the amount of 10% of each bid, but in no case in excess of $20,000.00, must be deposited by the bidder together with a Certificate of Surety evidencing that he can obtain the required Performance Bond and Payment Bond in the amount of one hundred percent (100%) of the total amount of the contract.

The successful bidder shall be required to deliver to the Township an executed Performance Bond of the responsible indemnity company authorized to do business in the State of New Jersey.

In lieu of a Certificate of Surety, the bidder shall submit, at the bid opening, a certified check or cashier’s check in the amount of one hundred percent (100%) of the total amount of the bid.

Bidders are required to comply with requirements of N.J.S.A. 10:5-31 et seq and N.J.A.C. 17:27. In addition bidders must also comply with the following New Jersey Statutes:

All Bidders and their Subcontractors must comply with the requirements of the New Jersey Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq.

The Specifications as amended in Section 108.11 indicates that this Contract provides one hundred eighty (180) days for substantial completion of the work.

Bid proposals must be placed in sealed envelopes addressed to the Office of Purchasing, Township of Parsippany Troy Hills, 1001 Parsippany Boulevard, Parsippany, New Jersey 07054 and marked plainly on the outside with the bid description and the name and address of the bidder marked clearly on the outside of the envelope.

The Township of Parsippany Troy Hills reserves the right to reject any and all bids or to waive any minor informalities or irregularities in the proposal received and award a contract to the lowest responsible bidder as required by N.J.S.A. 40A:11-4.  The Township further reserves the right to consider all bids for sixty (60) days after the bid opening before awarding a contract.
