PARS2201 - Well 4 High Service Redundant Pump Addition
will be received by the Township of Parsippany Troy Hills and Parsippany-Troy Hills Water Department (Owner) in the Municipal Building, 1001 Parsippany Boulevard, Parsippany, New Jersey, until 10:00 a.m., Prevailing Time on Wednesday, April 5, 2023 and will be publicly opened and read aloud at 10:00 a.m. Bids must be received by the Director of Purchasing on or before the time and date of the bid opening. No bids will be accepted after said hour. Bids sent through the U.S. Postal Service or other delivery service is done so at the bidder's own risk. ALL DOCUMENTS MUST BE ORIGINAL. FACSIMILE OR PHOTO COPIES ARE NOT ACCEPTABLE.
Complete sets of Hard Copy Bidding Documents may be obtained at the Township Purchasing Office, 1001 Parsippany Boulevard, Parsippany, New Jersey, between the hours of 10:00 a.m. and 4:00 p.m. daily except Saturdays, Sundays, and Holidays. Bids or proposals shall be made using the forms provided. Please note due to COVID-19, the Municipal Building, where the Purchasing Office is located, may be locked to the general public. There are six (6) entrance doors to the building. Each door will have a sign containing the bid information, the number of the door (#'s 1 through 6) and two Purchasing Office phone numbers (973-263-4281 & 973-263-4377). Anyone wishing to pick up Plans and Specifications should call either phone number listed here, identify the numbered door at which you are located, and someone from the Purchasing Office will come to that door and assist you.
The cost for the Plans and Specifications is $75.00 per set. There will be no refunds to bidders. Checks are to be made payable to the "Township of Parsippany-Troy Hills."
Each proposal submitted must be accompanied by a certified check or bid bond, made payable to the Township of Parsippany-Troy Hills, in an amount not less than ten percent (10%) of the total amount of the bid but not to exceed $20,000.00, as a commitment by the bidder that, if its bid is accepted, it will enter into a contract to perform the work and will execute such further security as may be required for the faithful performance of the contract.
The bid bond must be deposited with a Certificate of Surety properly executed by an approved surety company authorized to do business in the State of New Jersey, evidencing that the bidder can obtain the required Performance and Payment Bond in the amount of one hundred percentum (100%) of the total amount of the contract. All applicable surety bonds required in connection with the advertisement and award of building contracts or sub-agreements must be written by a surety company listed on the Federal Treasury List (Department Circular 580-Surety Companies Acceptable on Federal Bonds), incorporated herein by reference. The successful bidder will be required to furnish bonds for the faithful performance of the contract and to secure payment of all claims for services performed and materials and equipment furnished.
The successful bidder shall be required to deliver to the Township an executed Performance Bond of the responsible indemnity company authorized to do business in the State of New Jersey.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:37.
In addition, bidders must also comply with the following New Jersey State Statutes:
P.L. 1977, Chapter 33 (Statement of Ownership)
N.J.S.A. 40A:11-18 (American Goods and Products to be Used Where Possible)
Bid Proposals must be placed in sealed envelopes addressed to the Office of the Director of Purchasing, Township of Parsippany-Troy Hills, 1001 Parsippany Boulevard, Parsippany, New Jersey 07054 and marked plainly on the outside with the project name, bid description and the name and address of the bidder marked clearly on the outside of the envelope.
The Owner reserves the right to reject any or all bids, waive any informalities and to accept such bid which, in the opinion of the Owner, is in the best interests of the Owner.
The Township further reserves the right to modify this notice to bidders through the distribution of addenda to plan holders of record without further publication.
