Sealed Bids for the Township of Parsippany-Troy Hills Mt. Tabor Phase 1 Water Main Replacement will be received by the Township of Parsippany-Troy Hills at the Municipal Building, 1001 Parsippany Boulevard, Parsippany, New Jersey 07054 on June 15, 2023, at 10:00 AM, prevailing time, at which time and place they will be publicly opened and read aloud. Bids must be received by the Office of Director of Purchasing on or before the time and date of the bid opening.  No Bids will be accepted after said hour.  ALL DOCUMENTS MUST BE ORIGINAL. FACSIMILE OR PHOTOCOPIES ARE NOT ACCEPTABLE.

The work will include the installation of approximately 1,900 linear feet (LF) of 8-inch water main replacement along Ridgewood Avenue, Strowbridge Avenue, St. Johns Avenue, and W. Park Place, located within the Mt. Tabor Area of the Township of Parsippany-Troy Hills. In conjunction with the water main replacement, the replacement of the water services, valves, fire hydrants, site restoration, paving and related appurtenances would be completed. In addition, several water service replacements will include the replacement of homeowner side of the water service that comprise galvanized service materials, where replacement would be required up to the existing water meter within the residence. The Contractor is responsible for providing all labor, supervision, trade skills, materials, permitting and equipment required for this project as described in the Construction Documents. The Contract will allow 120 calendar days for completion of the work from the notice to proceed. 

Specifications and bid proposal forms may be obtained at the Township of Parsippany-Troy Hills at the Township Purchasing Office, 1001 Parsippany Boulevard, Parsippany, New Jersey 07054 beginning on May 24, 2023, between the hours of 10:00am and 4:00pm Monday to Fridays, except Holidays.  Bids or proposals shall be made on the forms provided.  Please note due to Covid-19, the Municipal Building, where the Purchasing Office is located, may be locked to the general public. There are six (6) entrance doors to the building. Each door will have a sign containing the bid information, the number of the door (#’s 1 thru 6) and two Purchasing Office phone numbers (973-263-4281 & 973-263-4377).  Anyone wishing to pick up plans and specs should call either phone number listed here, identify which numbered door you are at and someone from the Purchasing Office will come to that door and assist you. 

The fee for the Plans and Specifications is $75.00 per set. Checks are to be made payable to the Township of Parsippany-Troy Hills.  Please Note:  Deposit checks/cash are not refundable.

A certified check  or cashier's check made payable to the Township of Parsippany-Troy Hills, or a duly executed bid bond in the amount of 10% of each bid, but in no case in excess of $20,000.00, must be deposited by the bidder together with a Certificate of Surety evidencing that he can obtain the required Performance Bond and Payment Bond in the amount of one hundred percent (100%) of the total amount of the contract.. 

The successful Bidder will be required to deliver to the Owner an executed Performance Bond of a responsible indemnity company authorized to do business in the State of New Jersey.

In lieu of a Certificate of Surety, the bidder may submit, at the bid opening, a certified check or cashier’s check in the amount of one hundred percent (100%) of the total amount of the bid.

Bidders are required to comply with requirements of N.J.S.A. 10:5-31 et seq and N.J.A.C. 17:27. In addition bidders must also comply with the following New Jersey Statutes:

All Bidders and their Subcontractors must comply with the requirements of the New Jersey Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq.

Bid proposals must be placed in sealed envelopes addressed to the Office of Purchasing, Township of Parsippany‑Troy Hills, 1001 Parsippany Boulevard, Parsippany, New Jersey 07054 and marked plainly on the outside with the bid description and the name and address of the bidder marked clearly on the outside of the envelope.

The Township of Parsippany‑Troy Hills reserves the right to reject any and all bids or to waive any minor informalities or irregularities in the proposal received and to accept the bid of the lowest responsible bidder as required by N.J.S.A. 40A-11-4.  The Township further reserves the right to consider all bids for sixty (60) days after the bid opening before awarding a contract.
