Wastewater Treatment Plant Structural Repairs

Notice is hereby given that sealed proposals will be received by the Township of Parsippany – Troy Hills for the "Wastewater Treatment Plant Structural Repairs" and publicly opened and read aloud at 1001 Parsippany Boulevard, Parsippany, New Jersey 07054, on Thursday, August 24, 2023 at 10:00 a.m. prevailing time.
The project generally consists of various structural repairs to the Wastewater Treatment Facility, including crack and spall repairs to the concrete roof planks, pipe gallery walls, and clarifier walls; removal, replacement and/or repair of the steel beams and angles located in Pipe Gallery No. 1; repair and replacement of the interior vertical Pipe Gallery wall joints; removal of grating and concrete planks above the aeration pipe troughs; filling of the aeration pipe troughs, removal and pouring of exterior slab expansion joints, re-caulking of slab score lines for architectural treatment; the application of waterproofing coating on the exterior concrete slab; and all other work in accordance with the Contract Documents.
Contract Documents and Plans for the proposed work prepared by Michael J. McClelland, P.E., Consulting Engineer, CME Associates may be obtained at the Township Purchasing Office, 1001 Parsippany Boulevard, Parsippany, New Jersey, between the hours of 10:00 a.m. and 4:00 p.m. Monday through Thursday and Friday 10:00 a.m. to 2:00 p.m., except Holidays. Bids or proposals shall be made on the forms provided.
Contract Documents may be obtained upon payment of $75.00 per set. No refunds will be made. Proposals in the Contract Documents must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the work on the outside addressed to the Township of Parsippany – Troy Hills, New Jersey, and must be accompanied by a Statement of Consent of Surety from a Surety Company authorized to do business in the State of New Jersey and acceptable to the Owner.
Specifications and bid proposal forms may be obtained at the Township Purchasing Office, 1001 Parsippany Boulevard, Parsippany, New Jersey, between the hours of 10:00 a.m. and 4:00 p.m. Monday through Thursday and Friday 10:00 a.m. to 2:00 p.m., except Holidays. Bids or proposals shall be made on the forms provided. Please note due to Covid-19 the Municipal Building, where the Purchasing Office is located, may be locked to the general public. There are six (6) entrance doors to the building. Each door will have a sign containing the bid information, the number of the door (#’s 1 thru 6) and two Purchasing Office phone numbers (973-263-4281 & 973-263-4377). Anyone wishing to pick up plans and specs should call either phone number listed here, identify which numbered door you are at and someone from the Purchasing Office will come to that door and assist you.
A non-mandatory pre-bid site visit for field inspection of the scope of work will be held at the Parsippany-Troy Hills Wastewater Treatment Plant at 1139 Edwards Road, Parsippany-Troy Hills, New Jersey on Thursday, August 10, 2023 at 10:00 a.m. prevailing time. All Contractors are strongly encouraged to attend.
Each Bid must be accompanied by a certified check or cash in the amount of not less than ten (10%) percent of the Bid, but not more than $20,000.00 payable without any conditional endorsement as a guarantee that in case the Contract is awarded to the Bidder, they will within twenty one (21) days thereafter execute such contract and furnish satisfactorily performance bonds. Upon failure to do so they shall forfeit the deposit as liquidated damages and the acceptance of the Bid will be contingent upon the fulfillment of this requirement by the Bidder. No interest shall be allowed upon any such certified check or cash. A bid bond in the amount of ten (10%) percent of the Bid, but not more than $20,000.00, may be substituted for certified check or cash.
Each Bid must also be accompanied by a certificate of consent of surety from a bonding company licensed to do business in the State of New Jersey and named in the current list of "Surety Companies Acceptable on Federal Bond", U.S. Treasury Department, guaranteeing that if the proposal of the Bidder be accepted they will furnish the bond set forth in Paragraph One of the General Conditions of the Contract and the acceptance of the Bid will be contingent upon the fulfillment of this requirement.
The Owner reserves the right to increase or decrease quantities specified in the manner designated in the Specifications. The Owner reserves the right to award this Contract based on funds available.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 and with disclosure provisions of N.J.S.A. 19:44A-20.13. The successful Bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964.
Bidders shall comply with N.J.S.A. 52:32-44 latest revision, regarding Business Registration with the New Jersey Division of Revenue.
Bidders shall comply with N.J. Local Public Contracts Law 40A:11-16.4, materials and equipment must be stored onsite or installed prior to partial payment. No partial payment will be made for fabrication, or shop drawings until material is onsite.
During the performance of this Contract, the Contractor agrees to comply with the requirements of P.L. 1975, c.127 (N.J.A.C. 17:27), all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safety.
The successful Bidder will be required to furnish a surety company bond in the full amount of Contract price indemnifying the Township of Parsippany – Troy Hills, New Jersey for all proceedings suits or actions of any kind of description and conditional for the faithful performance of the work.
All Bid security will be returned to all Bidders except the three apparent lowest Bidders within ten working days after the opening of Bids, and to the three apparent lowest Bidders within three working days after the successful Bidder has executed the Contract and his Contract security has been approved by the Owner.
The Owner reserves the right to reject any, or all Bids if in its opinion it is in the best interest to do so and to award the Contract for any and/or all items.
