NOTICE TO BIDDERS
REQUEST FOR BIDS FOR TRANSPORTATION AND DISPOSAL OF
SEWAGE SLUDGE CAKE and/or LIQUID SLUDGE
NOTICE is hereby given that, pursuant to the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., sealed Bids will be received by the Township of Parsippany-Troy Hills (“Township”), in the County of Morris, State of New Jersey, located at 1001 Parsippany Boulevard, Parsippany, New Jersey, on Thursday, October 26, 2023 at 10:00 a.m. prevailing time or as soon thereafter as the matter may be reached, for Transportation and Disposal of Sewage Sludge Cake, in accordance with the Bid Specifications prepared by the Township. At that time and place, all Bids will be publicly opened and read aloud.
Copies of the bid specifications may be obtained at the Township Purchasing office, 1001 Parsippany Boulevard, Parsippany, New Jersey, between the hours of 10:00 A.M. and 4:00 P.M. daily except Saturdays, Sundays and Holidays. Proposals shall be made on the forms provided. Please note due to Covid-19 the Municipal Building, where the Purchasing Office is located, may be locked to the general public. There are six (6) entrance doors to the building. Each door will have a sign containing bid/proposal information, the number of the door (#'s 1 thru 6) and two Purchasing Office phone numbers (973-263-4281 & 973-263- 4377). Anyone wishing to pick up the Request for Proposal should call either phone number listed here, identify which numbered door you are at and someone from the Purchasing Office will come to that door and assist you.
Bidders are required to comply with the requirements of P.L. 1975, c. 127 (Affirmative Action Program, Equal Employment Opportunity) as amended and supplemented.
Additionally, a certified check, cashier's check or Bid Bond in the amount of TEN PERCENT (10%) of the amount of the Bid, but not in excess of TWENTY THOUSAND DOLLARS ($20,000), must be submitted with the Bid along with a guarantee that if a contract is awarded, the Bidder shall execute the contract.
Bidders are also required to submit a valid Business Registration Certificate from the State of New Jersey Department of Treasury, Division of Revenue. Failure to submit proof of registration shall be deemed a material and non-waivable defect, and shall be cause for rejection of the Bid without further consideration.
Each Bid shall be enclosed in a sealed envelope bearing the name and address of the Bidder, upon which shall be clearly printed:
"BID FOR TRANSPORTATION AND DISPOSAL OF SEWAGE SLUDGE CAKE.”
The Township of Parsippany- Troy Hills reserves the right to reject all bids pursuant to N.J.S.A. 40A:11-13.2 or to waive any minor informalities or irregularities in the proposals received and to accept the bid which is in the best interest of the Township. The Township further reserves the right to consider all bids for sixty (60) days after the bid opening before awarding a contract.
