NOTICE IS HEREBY GIVEN, that the following Ordinance was submitted in writing at a Meeting of the Township Council of the Township of Parsippany-Troy Hills, in the County of Morris and State of New Jersey, held on September 15, 2026 introduced and passed on first reading and the governing body will further consider the same for second reading and final passage thereof at a Meeting to be held on October 20, 2026 at 7:00 p.m., prevailing time, or as soon thereafter as the matter may be reached, at the Municipal Building in said Township at which time and place a Public Hearing will be held thereon by the governing body, and all persons and citizens in interest shall have an opportunity to be heard concerning same. A copy of this ordinance has been posted on the Bulletin Board in the Municipal Building. During the week prior to and up to and including the date of such meeting, copies of said Ordinance will be made available at the Clerk’s Office in said Municipal Building to the members of the general public who shall request the same.

ORDINANCE NO. 2026:33
AN ORDINANCE OF THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF PARSIPPANY-TROY HILLS, MORRIS COUNTY, NEW JERSEY AMENDING AND SUPPLEMENTING CHAPTER 91 ANIMALS ARTICLE I ANIMAL CONTROL; LICENSING OF DOGS, OF THE CODE OF PARSIPPANY-TROY HILLS
NOW, THEREFORE BE IT ORDAINED by the Township Council of the Township of Parsippany-Troy Hills, County of Morris, State of New Jersey, that the amendments set forth below are made to the revised General Ordinances of the Township of Parsippany-Troy Hills, Chapter 91 entitled Animals, Article I Animal Control; Licensing of Dogs Sections 91-5 and 91-7. (additions **between asterisks and/or in bold**, deletions {within brackets and/or struck through}
Section 1. § 91-5 Impounding and destruction of certain animals.
Turn-in fee.**Surrender Fee**
Any resident of the Township of Parsippany-Troy Hills having a sick or unwanted domestic animal may turn in the animal for destruction or adoption for a fee.** At the discretion of the ACOs, residents of the Township of Parsippany-Troy Hills may surrender their owned dogs or cats for a fee. Upon surrendering an animal, the owner must sign permanent ownership of the animal(s) over to the Parsippany Animal Shelter, which will then be responsible for any and all decisions regarding its final disposition.**- The charges specified herein shall be paid to the Township of Parsippany-Troy Hills, and a receipt shall be delivered to the person paying such fees, which will give the ACO the authority to dispose of the animal or place it for adoption.

Section 2: § 91-7 Animal adoption.
- Any person wishing to adopt an animal from the shelter may do so upon payment of the following fees to help defray the cost of health care and maintenance for said animals. A low-cost spay/neuter certificate will be issued, if needed.
- Puppy (under six months old):
$100**$200.** - Dog (over six months old):
$80**$200.** - Kitten (under six months old):
$70**$140.** - Cat (over six months old):

BE IT FURTHER ORDAINED that all ordinances or parts of ordinances in conflict or inconsistent with this ordinance are hereby repealed, but only, however to the extent of such conflict or inconsistency, it being the legislative intent that all other ordinances or parts of ordinances now existing and in effect, unless the same be in conflict or inconsistent with any of the provisions of this ordinance, shall remain in full force and effect; and
BE IT FURTHER ORDAINED this amending ordinance shall become effective upon due passage and publication according to law
