Sealed bids will be received by the Purchasing Agent of the Township of Parsippany-Troy Hills, in the County of Morris, State of New Jersey at the PURCHASING OFFICE, Municipal Building, 1001 Parsippany Boulevard, Parsippany, New Jersey, on THURSDAY, APRIL 23, 2026 at 10:00AM prevailing time.

Pumping Station HVAC & Gas Detection Upgrades

A non-refundable fee of $75.00 will be required for each set of Bid Documents.

Specifications may be obtained at the Township Purchasing Office, 1001 Parsippany Boulevard, Parsippany, New Jersey, between the hours of 9:00 a.m. and 4:30 p.m. daily, except Saturdays, Sundays and Holidays.

The Parsippany-Troy Hills Sewer Utility is located at 1139 Edwards Road in Parsippany, New Jersey 07054. The Contract includes the furnishing of all labor, materials, equipment, transportation, supervision, permits and services necessary to construct a new HVAC and gas detection system, including electrical modifications of the existing Pump Station.

The Work required under the Contract shall consist of, but is not limited to, mobilization on site in the areas defined for the Contractor's physical plant and lay-down area; installation of the project sign; installation of temporary ventilation when so required; demolition of HVAC, plumbing, and electrical equipment, piping and valves, and installation of new HVAC, plumbing, and electrical equipment, piping and valves; general site and structural improvements at the existing roof structure; replacement of existing doors at the main level of the Pump Station; new ventilation system and gas detection controls; start-up testing and instructional training due to HVAC equipment improvements; punch-list work; demobilization of the Contractor's physical plant; site clean-up, and a surface restoration and treatment upon Project completion, (collectively, the "Work").

The Work shall be completed within 365 calendar days from the date of the Notice to Proceed.

All bids must be enclosed in a sealed envelope bearing the name and address of the bidder and the words “Pumping Station HVAC & Gas Detection Upgrades.” Bid proposals must be addressed to the Township of Parsippany-Troy Hills, 1001 Parsippany Boulevard, Parsippany, New Jersey 07054, Attention: Purchasing Agent. Delivery of bids must be in person, by overnight courier, or by mail. No bids will be accepted if they arrive after the date and time specified above. Bids  for said contract must be based upon and in strict accordance with the aforesaid specifications.

A certified check or cashier’s check made payable to the Township of Parsippany-Troy Hills, or a duly executed bid bond in the amount of 10% of each bid, but in no case in excess of $20,000.00, must be submitted by the bidder.

Bidders are advised there is a Pre-Bid Meeting scheduled for FRIDAY, MARCH 20, 2026 at 11:00 A.M.. The Pre-Bid Meeting will be held at the Parsippany- Troy Hills Sewer Utility. The Pre-Bid Meeting is not mandatory, but it is highly recommended that bidding parties attend.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.

The Township of Parsippany-Troy Hills reserves the right to waive minor immaterial formalities and/or to reject any or all proposals in accordance with applicable law.
